Always always always make SURE that the shop manager and the person who will actually be painting your car know that you are an enthusiast. These guys are used to painting grandmas ford taurus with insurance money. Grandma doesnt care, and they get used to being able to turn out that level of quality. Tell them you enter car shows. Have a conversation with the guy painting your car about how you are sure hes a professional and you bet he can get it at least as smooth as oem. probably better . smoothing may be necesary for a glass finish, but that is just piss poor painting. You might be able to imrpove it with sanding, but thats going to thin your clear and thats the last thing you need on a front bumper. If they really really just want to wet sand it smooth, they should add some more clear first, so when they level it, its not so thin.
